A professor at Tbilisi State University's Department of Human Geography and a visiting professor at the Technical University of Munich (since 2002), he was a Swedish Institute research fellow at Stockholm and Lund universities (1991-1992) and a Fulbright scholar at MIT (1998-1999). He served as TSU vice-rector (2014-2017) and vice-president of the Geographic Society of Georgia (2008-2016). As a land policy specialist, he collaborates with international organizations including the World Bank, Asian Development Bank, UN-Habitat, and FAO. He has authored and edited three books, published over fifty papers, and serves on the editorial boards of three international journals. His research focuses on urban studies, housing, land policy, and sustainable mountain development.
